I don't think there would any way to declare without acutually powering it up. Anyhow you can still go for physical evaluation of your motherboard.
Just have a closer look at your motherboard after unboxing. Do not make contacts with pins or other connections on your motherboard(Hold it from corners). Now start with DRAM slots, make sure nothing is obstructed in there and all the pins are firmly sitting inside DRAM bank. Now check for other connections like SATA ports, PCI-Express slot etc. Have a close visual and check for any scratches or something unusual like any crack on your board surface. After that evaluate your cpu socket, if it has pins make sure there aren't any bent or corrosive or damaged pins in there. After that check for I/O ports of your motherboard if there is any loose connection or anything unfamiliar. Check for header on your mobo now, to make sure none of them bent or pinned to each other. That will almost make you sure for your board is in good condition.
