HDMI recognized my TV but i receive no signal on TV

I used HDMI from my computer to my TV with last video card and it worked..now i have changed my video card and it doesn't work anymore...In windows it detect my TV but i receive no signal on the TV screen...I have tried both HDMi ports that my TV has. I don't think is a hardware problema because it detect my TV in windows.
Is there any advice ? I mention that i have windows 7 and i have already tried clean install of my video drivers
 
No signal like no bios splash screen, or no signal at all, is it set up as your second monitor? If it's your second monitor, change the resolution, it might be trying to display outside of your TVs capabilities, if it's your main monitor, can you boot into safe mode? What are your system specs? Have you tried booting in low resolution mode (hit F8 when windows is loading and choose low resolution)? Just some ideas. There could be a buncha reasons to not get anything.

I have uninstall the previous drivers from windows program and features and then checked the program files folder to see if all folders and files were deleted. No signal at all not even when booting, i have tryed to change resolution to a lower one and still no image on my TV..i doubt is the resolution anyway because on my previous card i used full hd resolution (1920x1080) and it worked. I also tried with all options(duplicate,extend or show desktop on 2 wich is my tv). my video card is an MSI radeon HD 4650 1 gb 128 bit
 
Then the reason for the image not displaying is down to the Hz range selected for the screen/tv it has to be even with Hdmi the correct Hz frequency to the resolution.

correct Hz frequency is needed to obtain the display resolution. Or display image of set resolution.

On each device or screen.

Eg 60hz at 1080, 59hz, or for 1080i, 30hz.
depending on the capability of the display device.
Set the Hz right image displays.

EIDE of a Hdmi port should relay its display capability to the device that is driving it as a reference table.
But if it fails then manual settings will have to be applied in hz.


Outside the Hz range for resolution= black screen.
Because the device cannot decode the signal at the frequency range it is being sent.

The refresh rate in the Hz setting, The video card is sending to the TV.

In ccc, you should be able to change the hz range.
