New PC Build issue just can't figure out

My bf has built me a PC and we are having a strange problem that we can't figure out as sometimes it turns on and works fine no problems! but on most occasions when we turn the power on the computer turns on the fans start and everything but the screen is blank and the keyboard and mouse are not lit up.

What's odd is that when we turned it all on at my bfs house, we have never had a problem with it starting up on 2 tvs we have tried at his house. But at my house it is very hit and miss if it will boot properly????

Could it be a RAM or MB problem? As i know when we were building it when one of the RAMs were pushed into the slot it made a weird springy noise rather than a click?

If anyone has any ideas i would be so greatful stressing my out so much as sometimes it works sometimes it doesn't, id rather it just work or not work at all!!!

Please provide your complete system specifications, including the brand and model (not just wattage) of your PSU. One of the few things likely to be different between your house and his are power conditions. Verify that your outlets are properly grounded.

Here are the specs:
Asus Z87I-Intel Z87 Plus Motherboard
Intel Core i5 CPU
Kingston Technology 8 GB 2400 MHz CL11 DDR3 HyperX Beast RAM
Samsung 840 EVO 120GB SSD
Corsair CP-9020077-UK 650W Power Supply
Running Windows 7
I think the Hard drive is Western Digital 1TB

Try a quick test - take it back to bf's house and plug it in. If it works properly then it is your home power like Onus said, if it still has problems then damage has occurred during transport.

We intend to try that this weekend. Just seems a little strange. We did find though that although it worked on 2 tvs at this house, we did try it on another oldish tv at his and it had the same problem i had at my house? Which made me think it isn't the power in my house. we thought it could be the tv i use but i only bought it a year ago and has a hdmi port that we connect it with, so shouldn't be a monitor issue could it?

Check the HDMI version(s) supported by your various TVs. Do you not have a graphics card in this PC?

Ahh yes sorry knew i forgot something,

it is a ASUS Radeon HD7850
We had another graphics card in first but thought that was the problem originally so changed the graphics card to this one, with still the same problem.

Well, check those HDMI versions, and the cable you are using. Make sure everything supports the same version, e.g. 1.3 or 1.4 I believe is now common.
