Yes it is compatible. But it would be waste putting a GTX 760 into an old Athlon system. The graphics card will be held back by the cpu (bottleneck) thus not giving its full performance.

Yes it is, your motherboard has a PCI-E X16 Slot to take your card to it's full potential (But your CPU may be ultimately limiting it). Also if that helps, I can also reason with you to get the 2GB GTX 760 over the 4GB.

Is there a reason nothing is coming on the monitor or the TV through the hdmi connection? Is the card bad? Should I change the motherboard and or cpu, what do you recommend, $250 is my limit, but what is my best option doing the minimum replacement, i already have the 760 gtx so I'm stuck with it.

Well, I would replace nothing at the moment until your problem is sorted. The card isn't bad, the cable shouldn't. Do you have any other cables that you could try? i.e. DVI?
