the reason why i'm asking this is cus i get normal 30-60 fps with the gso 9600 and i see ppl getting 100+ on the cpu only so i'm wondering if it is worth it
Oc won't help much consider you cpu is much faster than gpu. Overclocking cpu really is for people who are going to pair it up with a really high end card gtx 770. Either way graphic preformance will be a lot better for Intel Hd 4600.
Intel 4600 is better than 9600 by about 25%. What games gives 30-60 frames? If you want to game I always recommend discrete graphics for gaming versus on board graphics since Intel 4600 is not really a gaming card.

every game rly my i5 is oc to 4.2GHz and watercooled so it should preform better then a stock 9600 right? i've checked reviews in websites and the 9600 gives 20-30 fps in skyrim all maxed while the 4600 gives min of 99 fps
