I am using a MSI z77a -g41 motherboard and I do not have jumpers. IT would turn on and off. This has happened before but all I had to do was remove the battery and it would work again. This time it did not work.

My computer
Intel i5-3470
8gb corsair vengeance ram
Xfx 1gb 7850
2tb seagate barracuda HDD
A 460 watt cooler master PSU

Had this problem before too. First time like you all I had to do was remove the CMOS battery and put it back in and voila. But just yesterday I invited a computer technician to my house and he told me it was a faulty PSU and that when the computer powered on, the PSU was not delivering enough power to the components on the computer, so I doubt it is the motherboard (depending how old it is), it may be the PSU and I would say that with your specs it would delivery maximum 400W at load so maybe a easyrail XFX 550W would be a better way to go. Just my opinion. But then again depending on if it's exactly the same problem as mine, just something to be aware of (since my PSU blew out yesterday), hope you fix it soon.

Both of which I have mentioned in my answer above.
