My computer died, I'm looking for advice for a repacement Motherboard/CPU.

My bedroom computer died, and I'm 80% sure its the motherboard that went. Ive tried a bunch of stuff, and I cant get any monitor to turn on. Plus there is no beep.
The computer is only used for watching streaming video, and reading. I'm pretty sure the PSU and the hard drive are fine, so I can reuse those, but since I have to get a new motherboard I'd like to be able to watch more than 480p.
The current motherboard uses socket LGA775 and DDR2 memory, so that's why I think I need to get a motherboard/CPU combo, and probably some memory too.

Will this be good enough to watch YouTube at 1080p? Can I go any cheaper? I'm on an incredibly tight budget at the moment, but I need to get this fixed.
