I think you answered your own question. If the computer wasn't connected to a surge suppresor or a battery backup, it's most likely fried. Electronics are sensitive to voltage spikes and drops. You can take it to a repair shop, but it might turn out cheaper to get a new laptop than the cost of repairs.

Hi, if I understand how laptop works, if you have a power surge or if the power goes down too low, the laptop shut itself to protect itself. You can try to take out the battery and the adapter, push the power button for 30 seconds, to drain the voltages inside. Try to reboot after.
