I think you answered your own question. If the computer wasn't connected to a surge suppresor or a battery backup, it's most likely fried. Electronics are sensitive to voltage spikes and drops. You can take it to a repair shop, but it might turn out cheaper to get a new laptop than the cost of repairs.
