Sapphire R7 250 vs Sapphire HD 7770 Ghz in HP 700-074?

I have a HP 700-074 that is stock with a i5 4430, 12GB Ram and a 460w PSU. I want to add a graphics card and looking at the Sapphire R7 250 or Sapphire HD 7770 Ghz. The 7770 requires a 450w PSU and a 6-pin(which I have) The R7 250 requires a 400w PSU and 20A. Can someone tell me if I will have to upgrade my PSU either way? Here is a picture of my PSU rail which I don't know how to read (Any help explaining this to me would be good too).

Sapphire R7 250 is very weak. Not recommended even for basic gaming.
7770 is better but needs more power.
Consider getting GTX 750 - very new and very power effective, faster than 7770 and uses less power.
It will work without PSU upgrade (99% sure).

Go with the 7770 or save up more money and get a 260x(better,new,mantle technology)I think the 250 is somewhere between the 7730 and 7750,you can get 10-15 more fps in games(depends if it is cpu ot gpu instensive game) in 7770 than the 250,So I think you should just save up more money and get a 260x or if those 2 gpu's are your only options,Go with the 7770,and I think your PSU is fine with either of those cards.

Well you convinced me so much that I bought the MSI 750 ti. Newegg had it on sale + rebate and I had a $10 gc and I got free 3 day shipping with 30 day trial of premier. Needless to say, Thanks for your help! I am very pleased with the decision of the 750.
