PC wont power up after gpu change, PSU seems OK.

Hi, i changed my dead GTX460 with HD7790 on Asrock 770Extreme3.
In meantime i had HD4650, everything worked fine. When i install new card (7790) my pc didnt turn on. So I disconnect everything but CPU on motherboard and tried again but it fails. It start for about half second ( vents start spinning) and just stop. After pressing again power button it doesn't do anything, even vents dont spin. When i disconnect 24pin and 8 pin from motherboard and connect again i get same effect, just half second. I even pick up battery half minutes from motherboard.
I tried that PSU (seasonic S12 , 520 W) on another pc on some old motherboard and it worked. I also check with paper clip and it worked.
Does anyone have any solutions?

SOLUTION:After i got good sleep my friend brought me his power supply. We power up with "new" PSU and it worked. Then we connected back my old PSU and it worked. I dont know how but it works now.

So is your PC not turning ON now even without the new gpu or???

Yes thats right. Just half second and its dead. I even put motherboard away from case.

EDIT: Its seem like there is some safety switch because i cant power it again for like 10 minutes or when i dissconect and recconect all cables from mother board) . And when i finaly power it up it last just half second and its dead.

Can you try taking the new GPU out and then try booting. Could be a hardware failure somewhere. I had the same issue with a new build apart from an old motherboard a few months ago, turned out i had bent CPU pins on the old motherboard. But it had the same issue as you - fans would spin for about a second. New motherboard and everything worked. Just try it without the GPU for now.

As i said, only PSU , CPU and motherboard are connected at this moment and still cant power it up.

This may be a stupid question but it sometimes happens. Is the CPU 4 pin fan plugged in? That can cause the case fans to start up momentarily

Yes it is but i noticed that one pin is little bent but i fixed it. Also even my PSU fan stop working after half seconds.

Are you able to put in your HD4650 now? If not then I would suggest trying another 4 pin connector, no need to remove the CPU fan just test it for a few seconds to see if it boots. Process of elimination... Just keep trying different combinations if you have the spare components

Well it wont boot even without any graphic card so i doubt that it will with HD4650. I dont have another 4 pin connectors but i disconnect CPU fan and power up and still, PSU fan just stop after half second.

That's what normally happens without the CPU fan installed to prevent the CPU overheating. Did you remove the fan header when replacing any of the components before?

Nope, i will tomorrow test with another mainboard . I think that is only way to find is mainboard broken or not.

After i got good sleep my friend brought me his power supply. We power up with "new" PSU and it worked. Then we connected back my old PSU and it worked. I dont know how but it works now.
