Could this run Skyrim? and if so how well?

Im wanting to play skyrim on about high to medium high settings, including mods from the steam workshop community.

Yes, it could run Skyrim, with at least medium settings. You will definitely want a better CPU and GPU for high settings.

what would i upgrade to get a better cpu/gpu, im very bad with understanding anything computer related?

You should build your own instead.
For the same price i think you could easily get twice the FPS.

I would start with the CPU. I don't usually recommend AMD processors, because they just don't offer the same performance as Intel CPUs. If you want to change the motherboard also, than go to an Intel CPU (i5 or i7) if you are stuck on that motherboard, than at least get a 6 or 8 core AMD processor.

If i end up building my own pc with a price rang of 650 to 750, what is the list of things youd recommend?
id still like to run skyrim at around high settings with mods if possible

Watch the NewEgg.com video on the basics of building your own PC. It's pretty easy nowadays. Then build this:

You would have to buy and install Windows Seperately: Windows 7 ome Premium, $100: http://www.newegg.com/Product/Product.aspx?Item=N82E168... It's not hard, mostly automatic.

Grand total shipped is $993, but will likely blow the pants off of any system you can buy prebuilt for the same price.

The AMD 270 graphics card will run run circles around the 5570. It's literally 5-6 times faster. I wouldn't get less than that. GTX 760 I think is abuot the same from NVidia. But I'm a bit of an AMD fanboy.

The AMD FX8320 CPU is an 8-core at up to 4+GHz, which is twice as fast as the 4-core FX4350.

You could save a few bucks running an FX6350, but only about $20.
You could also save $77 by not using the SSD OS Drive, but the speed gains you get running and SSD is totally worth the $77.
Moving to an Intel i5 would up the cost at least $100 if not more.

The system I've described is upgradable, not only doubling the RAM by just buying another set just like the other, but also by buying another of the video cards and running them together (called crossfire). The RAM upgrade won't get you any more performance at all while gaming, but if you do photo editing or render your own YouTube videos it would make a much bigger difference. The dobule video card setup, however, would make a huge difference in your games.

Honestly that one you posted from eBay is junk, old technology.
