Screen tearing - HDMI-DVI

Hello,
I read like 1000 st and Tryed almost everything. My monitor is connected via DVI and my TV via HDMi. Guess what. Screen tearing.. I solved this problem by switching pixels from 4:4:4 to 4:2:2 but it stopped working. Vsync off and many other common things tryed.
Do you have any perma fix ?? Im so exhausted by trying this things. ...

GO TO RUN, TYPE IN SERVICES.MSC
GO TO Desktop Window Manager Session Manager RIGHT CLICK ON IT AND THEN PROPERTIES, THEN AUTOMATIC, THEN START SERVICE, THEN APPLY
SAME THING IS WITH Theme SERVICE, AND THAT'S ALL

My PC is configured like this allready.. :( And I can see tearing...
