1GB AMD Radeon 7750 Flickering Issue

I recently got the 1GB Gigabyte AMD Radeon 7750, After installing I went into a game of minecraft and noticed these horizontal flickering lines, these also appear in any screen if its a darker color. I am wondering how to stop this or reduce it.
Specs:
CPU: I3 Processor
Ram: 4GB
Motherboard: Intel DH55PJ
OS: Windows 7
GPU: 1Gb AMD Radeon 7750 Gigabyte Version
PSU: 500W

Hard to tell from the description? Is it screen tearing?
Try Vsync

well, what is your monitor? if its a 60hz refresh rate which it most likely is, make sure your monitor is set to 60hz, not 59. also, download the latest drivers from amd if you havent already.

I have a Compaq Q2009 and its small little flickering lines, what its basically doing its changing the color really fast then back in about .5 a second but it constantly does it.

Sadly, I cant get a picture due to it not showing up, but I've looked around and asked friend and they have said It may be because Im using a 3.0 GPU on a 2.0 Motherboard, do you guys think this could be true?

PCI-E is largely backwards and forwards compatible.
And if there was a compatibility problem it would just flat out not work

nope, not at all. all pcie x16 cards are forwards and backwards compatible. i would go into ati catalyst control center and double check the resolution, refresh rate, and see if you can enable vsync.

Im using VGA and I think it may be the PSU I have a APEVIA WIN-500XSPX 500W, I've used this monitor before with my radeon 5450 So I don't think its my monitor, I will try though.

I know its a shitty PSU, and Im trying to get enough money to buy a new PSU and monitor. and It doesnt have HDMI sadly

Ok so Im guessing the PSU is the main reason, I will try and get enough money to get a Corsair 500W PSU, If anyone has any suggestions for a PSU cheap, thatd be great!

you can get a tier 3 psu from corsair for $20, but it is 430 watts.

Vsync is in the game options or can be forced in CCC

if it isnt in ccc then a lot of games have the option in the settings.
