new parts upgrades? low budget!!

hello lets get straight into it ,i am not a big tech guy when it comes to custom PC's and parts.. i bought a custom pc a while back in 2002 or so and just asked him to build me a high end gaming computer so it cost me €1,500 or so, it took me a good 2 days research to see what parts i had in my system these are them -->
motherboard:: Asus P5E3 Deluxe
CPU:: Intel Core 2 Quad Q6600 2.4GHz (4CPU) 32-bit
CPU cooler:: intel original socket 775 CPU fan/heatsink with copper core centre
memory:: Corsair XMS3 DHX 4GB (2X2GB) 240-pin DDR3 1600 (PC3 12800)
storage:: Segate Barracuda 250GB 3.5 7200RPM internal hard drive Graphics card:: EVGA Nvidia GeForce 8800 GTS 512 640mb 256-bit GDDR3 PCI Express
Optical drive:: DVR-212 DVD-RW
Operating system:: Microsoft windows XP Professional service pack 3
sound card:: N/A sound out in motherboard and have 5.1 dolby surround sound
Monitor/Display:: Viewsonic Optiquest LCD 22"
computer/gaming case:: Antec Nine Hundred ATX Ultimate gaming case mid tower
accessory's:: your normal keyboard & mouse
Power supply:: thermaltake toughpower 700w ATX 12v 2.2

so now that i described my custom. my problems are
1- i can not stream
2- i can not game, if i do its on very low or old games and the new game i have to play on low and sometimes they keep crashing ie. Elder scrolls online

so i am wondering a few things:
1- is it just a graphics card problem?
2- do i need to upgrade parts?
3- which parts should i keep etc and which ones i should upgrade?
4- will these new parts fit in my case?
5- will these new parts be compatable with the motherboard etc?

i just havent got a clue what part goes with what part /power etc ,i wont to hold onto parts what i can and upgrade some parts to play high graphic games at a nice price.

i dj and teach fitness from time to time i am 28 so i have a part time job little income and want to save up for a computer to steam and play high end games like elder scrolls, battlefield etc and stream on my time off ,i love the hole MMO and ESO is my next game and i want to play high graphics
my beta i had played of ESO i had to play on very low and knew it was a problem or time for upgrade or upgrades

so my questions is there anyone out there to help me build a pc that can reach top end gaming weather i have to upgrade parts or buy a new pc, i dont have 1000's of euro ,so a pc that i can play high rez games that wont cost much

also i heard this GeForce GTX 750Ti is a very good graphics card for the price ,if i just need a graphics card upgrade would this fit and is it any good for me?

In your case priority number 1 is video card. For gaming, video card is the most important. I would recommend spending at least 250 so you can future for a few years at least. The gtx 750ti is an awesome card for 150-180. I would also consider switching ram cards to 8 gb. 8 gb is the new standard for gaming. Lastly, you if can upgrade Operation system to Windows 7 or Windows 8 I would do that to. I just feel that XP is far to old for a gaming rig. Your processor is good for now and unless you going with super high card, it shouldn't need to switch. Since your power supply is 700w, you can consider older cards like gtx 750 . These cards will get hotter but will also generate more preformance than a 750ti becuase that card is meant to be for 300w and 400w power supply.

You should not get 8gb of ram unless you update your operating system to a 64 bit. If your power supply is 5 years old you should consider replacing it with a new one, especially if you get a new video card with power connectors and/or you decide to overclock your CPU. If you get an aftermarket CPU cooler you can easily overclock the Q6600 to 3.0ghz on stock voltage and 3.4 ghz with slightly higher voltage which would be a noticeable improvement.
