Windows 8 Installation Problems

Had a computer that was running Windows 8. It started freezing and doing stuff that would indicate that the hard drive was dying. So, we went and bought a new hard drive, installed it and tried installing Windows 8 on the new drive with the official Windows install disk. It looked like it was working (it did take an exceptionally long time, but seemed to work). Then, it went to reboot and it brings up the same installation screen. So, it keeps getting caught in an install loop to where the computer is unusable.

This computer is one that I had made and had updated up with a new mobo, new ram, new cpu... basically all new innards. It worked fine until it started to slow down and freeze (little brother used it and kept it on pretty much all day, every day) and now I am dealing with this. If I could get some assistance, I would much appreciate it.
 
make a boot usb or hirem boot cd run memtest see if you have bad stick of ram. check to see that the mb has the newest bios file and the ram speed in the bios is set right. if the pc has onboard video pull the gpu and see if windows will install without any error.
