What does a HDD-booster actually do?

Hey I was browsing for things I could add to my new PC gaming build and I stumbled upon this Silverstone HDDBoost Hard Drive Booster:

Can someone please detail to me what it actually does (I don't mind technical jargon) and tell me if it would be useful in a gaming build? I plan to buy a SSD for booting up and maybe put a games files on it if I can fit it. I also plan to buy a 1tb or 500gb WD black HDD for storage.

SSD RAID tends to be pointless - the overhead is more than what you gain, often. Plus it doubles the failure rate.

Standard practice is to get a 120-156GB SSD for the OS and commonly used programs/games, then data on a spinning platter.

Could I do a Dual SSD RAID setup for gaming? Would that make it faster? Could I boot like that as well or should/could I partition a section just for the OS? Then just a regular old HDD for everything else?
