I just purchased a new PC with the following specs:

Fractal Arc Midi Tower
i7 3770 (Quad Core)
Z77 Pro 4-M
16GB RAM (Ripjaws)
1T Seagate HD
Silverstone 500W PSU

I'm looking into purchasing a GPU such as
r9 290x or r9 280x.

What other upgrades/cooling systems should I purchase in order to sustain this GPU?

Also please note I live in Australia, so many online sites are unavailable to me.
I purchased the rig for $650 (I would appreciate it if anyone could give me feedback on that price)

I think you should go with a GTX 780 instead. I've read that man people have cooling problems with the r9 290x. The GTX 780 performs just as well and doesn't have cooling complications.

I should warn you that R9 290x with stock coolers tend to run very hot (95C under load). Still, @ $500, you are getting a card equivalent to the 780ti, so its not a bad deal. However for $ 500, I would recommend you this-http://pcpartpicker.com/part/gigabyte-video-card-gvn780ghz3gd
Its better, runs very cool and has performance about the same or a bit less than the r9 290x.

Go to the top right corner of that website and change to australia. Watch as that $500 turns into $650-700 without free postage

I know things are costly in Australia. I didnt know you are oz. Now the $500(AUD) r9 290x sounds very sweet.

Sorry I missed that. Any good 600+W psu will be good for your system.

As of cooling the GPU, you cant do anything much. (Installing a waterblock on GPU? I dont think you are willing to do that). However, you can ensure proper airflow in your cabinet by installing more fans in push pull config ( Front and side ones inhale and back and top ones exhale config).

My PSU has a fan facing downwards underneath it, the front has 1 fan with another available slot and theres one back fan, how do I ensure the fans are pushing or pulling air correctly?

PSU fan should be facing downwards and exhaling directly outside from the bottom of the cabinet. Front fan should be sucking air in(You can know if a fan is intake or exhale by feeling the airflow). The back fan should be exhaling air out of the case. Fet some more fans for the free fan mounting places you have in your case.
