Goes black after "Windows Starting"

I really don't know if it's a problem with the video card or the mother board or with what so anything would help. When I connect the VGA with the motherboard it works just fine, but after connecting the video card it goes black after the Windows Starting logo. At first I thought it was the video card, which is a Sapphire Radeon HD 7870 GHZ OC 2 GB 256 -bit GDDR5, so I went ahead and bought another one, XFX Radeon R9 270X 2GB DDR5 PCI Express 3.0, same thing, but newer generation. Still didn't work. BTW when using the video cards I use an HDMI not VGA. I use the VGA for the motherboard only.
The first time I set up everything, my cousin who is a computer technician helped me, so we did plug in everything properly. He thought it was a problem with the drivers or compatibility, and I thought it was a problem with the BIOS or the PSU. He also helped my brother set up his rig, but he didn't have this problem.

Motherboard-ASUS P8Z77-V PRO LGA 1155 Intel Z77
8 GB Ram
Seagate Barracuda 1 TB HDD
PSU-Corsair Builder Series CX 600 Watt
Video Card- Sapphire Radeon HD 7870 GHZ OC/XFX Radeon R9 270X 2GB DDR5 PCI Express 3.0 (not at the same time)
Windows 7 Ultimate 64-bit
CPU-Intel Core i5-3570K Quad-Core Processor 3.4 GHz
CPU Cooler- Cooler Master Hyper 212 EVO

I actually found the solution on another post, which I will link down below, but I will post the solution here as well. Thank You those that helped me.

Here are the steps I tried to fix the issue on my computer.

1. Turn off the computer and unplug
2. Remove Graphic card
3. Plug the monitor to your video output
4. Turn on the computer
5. Click on start and type msconfig
6. Select the Boot tab and click on the box that says Safe boot with minimal selected.
7. Apply then click ok.
8. DO NOT RESTART.
9. Shut Down computer and unplug
10. Install Graphic card
11. Turn on the computer (should boot into safe mode)
12. Go into Device Manager
13. Expand Display Adapter
14. Disable the Intel(R) HD Graphics 4000 driver. (DO NOT UNINSTALL)

I will try another PCIE slot right now. I'm sort of a noob to this, obviously, so could you tell me how would removing one stick of ram help? Thanks.

The computer will restart normally and will no longer get the black screen. See if that works for you. I didn't mess with any setting in the bios. I am assuming that having two graphic driver install don't like to play well with each other
