I partially agree. breadboarding lets you know if all the parts work. then u can start looking the case. and I did breadboarding. but I didn't get to the IO panel issue till much later - I looked at the screws, if it was the wiring that came with the case, if standoffs were creating enough clearance, etc. it wasn't till I took off the IO panel again for the 10th time and put it back in (after swapping mobos) and somehow got it seated properly did the board boot. the short was being created where the tongues that keeps the IO panel off the board might be touching conductable part of the board that was creating the short. it was overlooked. not just by me, but by professionals as well. it was a very small thing that caused a lot of headache. it is something that's easy to overlook. and not covered in the "check before posting" list.
