USES: Programming, light photo/video editing, light 3d rendering, Home Theater, Overnight downloads/torrents (slow internet here), a little gaming like Starcraft 2, Online Games, Indie Games, maybe some new games like BF4, Crysis 3 (not really into gaming, I don't need ultra graphics, just decent great graphics)

Solution
photo/video editing, 3d rendering and some games like Crysis are cpu intensive tasks. They require a lot of CPU power, So they would run smoothly with processors that have more cores. As i5 has 4 cores it is an obvious choice over a dual core i3 for these tasks.

However i5 is pricier than i3. So, if you are unwilling to pay that much for an i5, you can go for a 6 core or 8 core processors from AMD which are cheaper than i5 and offers a good value for the money.

I can recommend you a CPU model only if you give me your budget for the CPU. without that its very hard to recommend anything.

its true that i5 requires more electricity to run but that's very small compared to what other components consume. I don't think you should be...

Efficiency wise G550 is better as it is 80+ Gold certified whereas M12II is 80+ bronze certified.
But
Personally I'd go for M12II 520W as it is cheap, has modular connectors so the build will be clean and its also from the same reputed brand seasonic.

The build quality of both the PSUs are excellent. Only difference of G550 is its more efficient and so it will save you on electricity bills but again you have to run your system 24x7 to get any considerable benefit.

P.S. for the type of usage you have listed it would be better if you go for an i5 processor. i3 is not enough.
