Unplug the drive from mains supply (if applicable) and from your PC.
Restart your computer & wait until Windows has fully loaded.
Plug in the drive in to mains supply (if applicable) and in to the computer.

I am having the same problem. According to what I have found on the internet so far, there are two running solutions to this problem.

1) Make sure your Windows 8.1 is fully updated. This issue was supposedly addressed in an update issued in April 2014.

2) Create a new user profile with administration permission. If this new user can use the disk drive, port all of your old user stuff into the new user profile and delete the old user. A Microsoft tech can actually log into your computer and fix this for you if you contact them.

I have not tried either of these myself. This is just information I have gathered trying to find a solution.
