Visual Studio: An IDE (Integrated Development Environment) which developers use to build software.
Visual C++: I believe is a package used by the system, or other some such software. I think it's primarily used as a C++ code compiler library, although I could be wrong on that front. Either way it's not something the average user will ever encounter.
