My friend has a budget of 20k INR ( can go 2-3k above if really really needed )

NO overclocking, Already have a monitor ( Mostly Full HD ),

Parts to upgrade - CPU, motherboard, and RAM, He already purchased a cabinet with 500W SMPS,

Would like an AMD cpu because Intel is quite expensive here

The one you suggested is a better one and costly one. I suggested the cheaper one because the total was going over 20000. So if you can get this one, its great (Well not great, but good for budget builds). And yes, both of them has the x16 slot.
