Will a Crosair vs550 work with my specifications (below) or do I need to upgrade my PSU????
I'm planning to buy -
Intel Core i5 3450
Asus R9 270x directcu2 top 2GB
Gigabyte GA-H77M-D3H
2x120mm fans + 1x120mm(connected to PSU)
8GB DDR3 Ram
Segate barracuda 500gb hdd
Antec v1 case
If it works can I overclock my Gpu by 5%??

270x consumpts 190W max at it's max load.
A i5 3xxx series 60W+
Overclocking the GPU will add 10-20 max, you can run this system with a min of 500W PSU

Your PSU will be K* mate

Well, the Corsair 550W PSU is a fairly decent PSU, so you should be getting a fairly stable and safe power output from it, os that's a good start.

In terms of actual power consumption, will it be enough for the I5 3450 and the R9-270X? [The power draw from the other parts is nominal.]

(It's near the bottom, at about 90W)

Overall, that's about 300W, maybe 350W if you overclock the card (and want to SERIOUSLY over-estimate the power draw from the other components).

You should be absolutely fine.
