for a new CPU you will need a new motherboard with a different socket that supports an intel CPU, this motherboard must fit in your case (the acer aspire x3475 case) and all the other components like RAM and the GPU must be compatible with the new motherboard.
if all the above works, yes it is possible but it will require some research and time to switch all the components.
make sure it works before buying anything new otherwise you might bump in some trouble and that will cost you more money.
