Windows 8.1 Installation Stuck

Right now im installing Windows 8.1 PRO and its stuck on 10% on getting files ready, what is the problem? My PC specs : AMD athlon x64 5200+ ASUS M3n78 mobo Geforce gtx 650 videocard.

Is this a new build or a upgrade or a clean install on a PC working on a older version of windows ?

If new or old PC suspect hardware faults such as
DVD drive
Ram
Hard disk
And run diagnostics
Check DVD can be read
Bypass DVD and install from USB memory stick or external USB DVD drive if DVD drive is the problem
