CPU Suddenly Hotter (In Idle) After Cleaning Case Fans

After I cleaned my case fans (including the heatsink fans) yesterday, my temps suddenly jumped like 8 to 10 degrees hotter (esp. Core 0). That's quite substantial. I wonder what had happened? I just got my system August last year, and fitted it with a hyper 212x in October so there's no point changing the thermal paste because it's still fairly recent.

If you'll see the screenshot, what's intriguing is the frequency. The left one is completely idle at 798Mhz, and the one on the right, I only have Chrome open and it's at 3600Mhz! Is that normal?
Task manager also shows my CPU usage is running between 25 to 30% on average. Is that normal even when Chrome is the only program open?

This really worries me. I'm trying to remember if I somehow nudged the heatsink while I was re-installing the fans. But no, because I know I was very careful. This really worries me.

next time use a can of compressed air to dust off the fan and the system also did you check the cpucould be on a power saving state and when you ask something it goes on full spee to meet the request give the name and model of that cpu .

No I didn't. I cleaned the heatsink with a cloth, but I was very careful since there's only a very small buildup of dust. I'm just wondering why my Core: 0 is at 100% load (see screenshot) when I only have Chrome open at the time I took that screenshot. I think that contributed to the rise of temperature?
