R9 290 getting low fps

I have an R9 290 and it's not getting the same performance as other benchmarks say, in fact its getting about half. I made sure to disable integrated graphics and still not getting great performance. I also made sure I am using the latest drivers.
Specs:
AMD A10-6800K Processor
HIS R9 290
MSI FM2-A85XA-G65 Motherboard
Rosewill HIVE 750W Power Supply
128GB Samsung 840 Evo SSD
1TB Western Digital Black HDD
GSKILL Sniper Series 8GB DDR3-2400 RAM

A 6300+ on the AMD side, or an i5 4430+ on the Intel side. The 6800 is a very nice APU, I have one for one of my PCs around here. It just wasnt made for high end video cards.

i would recommend either 8350 or 8320 from amd, black edition for OC.
Otherwise, i5 4670k or i7 4770k for oc and xeon e3 1230v3 for non oc but high performance. It aint just server cpu. Works fine in normal systems.
