Having trouble with GTX 760

So I got a gtx 760 a while ago but when i put it in, it just put me and the bios screen, and didn't move forward. I had removed all previous drivers, connected everything correctly, and tried un/re-installing it probably 8 times, all with the same result. I have come to the conclusion that, even though I grounded myself literally every time before I picked it up, it has been shorted or my PSU isn't compatible. Here's my pc specs:

2AC8 Gigabyte mobo
currently using HD 7770 GPU
fx6100 CPU
10gb ram
650W PSU

PSU I bought was from best buy but I don't think it is "gold rated" or anything. It wasn't more than like 60 bucks. I don't really know what that term means but I've heard it a bit and I would like to know if that would definitely be a cause of this problem. I don't really want to drop another 100 dollars on a PSU only to find out that the GPU is faulty. Knowing my luck that's probably whats going to end up happening.

BTW, don't have any suitable other computer (be it a friend's or my own) that has a PSU strong enough to test if the card is fried.

Hope you guys can help me out, would be super appreciative.

Does the GPU's fan spin up?

Also, what do you mean it takes you to the BIOS screen? It takes you to the actual BIOS (where you can tweak things), or does it simply stay in a screen with some information (called POST)?

Are the cables connected to the GPU and not the motherboard (monitor cables)? Have you attempted to access the BIOS? Does connecting the monitor to the motherboard (instead of the GPU) solve anything?

Also, try taking out all the RAM, waiting a minute, and then putting it back on.

Umm, the only thing that plugs into my working GPu is the 6pin that goes into the PSU, and I attatch the same cable to my new GPU plus the otherr like 8 pin or whatever it uses, no cables into the mobo, but it doesnt give me any cables to connect tot he mobo. I have tried updating my bios but that was fruitless, I dont know what accessing my bios would do or what to change in my bios. And I dont know what you mean by connecting the moniter to the mobo instead of the GPU, but my moniter gives me a piccture, that isnt the problem.

Your monitor cables are connected to either your graphics card or your motherboard (the ones that come out of the monitor and into the back of your PC, not inside).

Try it with them connected to the GPU, and then to the motherboard.

And I just need to know if you can access the BIOS at all, you don't have to change anything (for now).

Did you try what I suggested with the RAM?

Please try all of the different things I mentioned and let me know of the results of each and every one:

- Connecting the monitor's cable to the GPU
- Connecting the monitor's cable to the motherboard
- Accessing BIOS - you don't have to change anything, just need to know whether you can or cannot, since all I know is that you get stuck in a screen which seems to be the splash screen.

-This is what i normally do to get a display, and this successfully gets a display, still stuck at the splash screen
-no display, moniter doesnt light up?
-Again, the screen is just frozen, cant do anything

I just want to know if this sounds more like a fried gpu or a PSU issue. Like I said, the 650W psu I got was like 40-60 bucks, i forget as it was a couple years ago.

where does the cable from the back of your monitor plug in, in the back of your computer? are you using VGA (Analog blue connector) DVI (Digital) or HDMI cable to connect your monitor?

dont beleive.. CHECK XD .. if it is plugged into the mobo (its honestly to obvious to be able to find this out.. wherever u pluged your GPU in, there should be connectors that come out the back of your computer) then tht could be the problem.. check n make sure you are pluged directly into the graphics card.. does the 760 even support vga?

Currently with my 7770 i am plugged directly into the gpu, and I dont really know exactly if it is hdmi or vga, I know there is a blue connector that plugs into a black thing that is connected to my gpu. So whatever that is is what I do with the 760, as i have seen in multiple instructional videos. Installing the card should not be the problem, I have watched multiple people do it and have replicated the process only to have it freeze at the splash screen

This might sound "stupid", but if you listen through your headphones or whatever, do you hear windows starting up? Basically, does the computer itself freeze, or does the image freeze.

Either way, I'd recommend clearing the CMOS (your motherboard's manual should say how, but it's usually a button or a jumper) with the NEW GPU plugged in.

Now, before you get scared if this happens, which it might, if you do not get any image after the clear, instead of connecting the monitor to the GPU connect it to the motherboard.
