Just a question about internet speed

So my question might seem dumb, but nobody explained this to me before. When i go to speed test, my internet speed is around 20mb/s, and my upload is around 5m/s. However, when i download something like in steam or chrome, it is 2mb/s. My question is why does this happen, and if my download speed is only 10% of what speed test show, is my upload speed downgraded as well?

Because internet speeds are masured in megabits, Windows measures in megabytes.

mb/s - megabits
mB/s - megabytes, note the capital M

There are 8 bits in a byte, so if Windows is reporting 2mB/s download that equals 16mb/s
