Hi, i've got a PC called HP Compaq 6005 Pro Small Form Factor PC which has

AMD Phenom II X B52 CPU
3.0GB DDR2 Ram
AMD Radeon HD4200 Integrated Graphics
500GB Hard Disk
DVD RAM Drive
240W PSU
I've been wanting to change the GPU but at the same time I don't want to change the PSU. Is there a good graphics card that can run games like Minecraft and also Photoshop at a reasonable speed without having to change the PSU?

One of the highly efficient Nvidia cards is really the only choice for a graphics card with gaming potential. The R9-250X (a re-branded HD 7770) entry level graphics card have a minimum system requirement of 450 watts. It would indeed require a PSU upgrade for the 240 watt PSU that you listed.
