Newly Built PC Won't Connect to the Internet

I just built a PC, but when I plug in the ethernet cable, the network connectivity is shown as "limited". Using the internet explorer troubleshooter yields the problem: "The remote device or resource won't accept the connection"

The PC was built using an Asus H87 Pro motherboard with Intel 4570 Processor. I already installed all the drivers that came with the motherboard disk; that can't be the issue, can it? When I tried to run the internet before I had installed the drivers, the troubleshooter gave the same error.

In internet explorer, go to tools, internet options, connections tab, click on LAN settings and check the option “Automatically detect settings” the 2 other box below you would uncheck those. and click Apply & OK.

I dont think its an IE issue; the whole network is said to have a "limited connection".

Regardless, I tried reinstalling the OS to no avail.
