Integrated graphics only work without drivers

So I am having a very odd issue. I have a computer I built for my TV after my other one became outdated, and I put in an i3 because the integrated graphics 4400 are perfect for what I need. The thing is, I get no video when I have the drivers installed. I know this because I can boot into safe mode, remove the drivers and reboot and I get video. I tried the latest 4400 drivers, beta drivers (says computer not compatible, even though I meet requirements) and the drivers from windows update. It's a really weird issue, and I could probably put my video card from my old build in, but I would have to remove the bracket because I'm using a mini ITX case.

When I first built it, the trick was to switch inputs on the TV, and hope I get a working signal, otherwise I would get a grainy colorful picture (it's not a no signal message from the TV, but a pixelated grainy screen). It would usually try to reconnect every 10-15 seconds

I'll update with the MOBO once I come back from troubleshooting even more, just ask for it if you need it and ill be right onto it
