GPU or PSU Coil Whine?

I just recently RMA'd an XFX Core Edition R7850 2GB, and received a refurbished R7850 back. I'm almost certain the replacement sent out to me by XFX has severe coil whine, as it sounds like a screaming mouse mixed with a helicopter rotor while playing very demanding games and or games that I get high frame rates in. While not gaming the coil whine is at a bare minimum, I'll notice it some times while playing a video, moving around tabs, and general computing. It hasn't been 30 days yet of XFX sending the replacement card, so I'm thinking about RMA'ing it. What do you guys/girls think I should do? If you want a look at my system specifications as of now here is absolutely everything down to the bone that I am using.

Sounds like a similar problem to mine also. It'll be your graphics card as my R9 290X Windforce 3x OC does an exact same whine and it is really annoying. Next weekend I am going to replace my Gigabyte card form a Sapphire Tr-X or a Asus Direct CU II, by putting some extra money into it.

Hm.. Well I guess I'll consider replacing the card, my over-all experience with XFX was going really good up until the last two RMA's...
