Brand new ASRock Z87 Pro3 just endlessly cycles on & off instead of shutting down

I've got a brand new rig (everything is new all the way down to the keyboard & monitors). Everything seems to be coming together pretty well except that the system won't shut down. As soon as it powers off it clicks back on for a moment, fans and everything, then tries to power off again. This cycle continues endlessly until I long press the power button or flip the PSU power switch. It's not an OS thing either. I know it's the mobo (or something plugged in to it) because this was happening as I was setting up the UEFI, before there was an OS.

Anyone have any thoughts on what to look at? Is there some ACPI thing going on? I appreciate any help.

Update: It appears that none of my UEFI settings are actually getting saved either. I can set the clock, but nothing else. I select save & exit but the next time I look, my settings are back to default. Is this just RMA time?

mobo: ASRock 87Z Pro3
PSU: Corsair CX 750M
GPU: MSI GeForce GTX770
CPU: i5-4670k
Sundry other standard fare items - wifi nic, hd, dvd, ...
