Why wont my system run as well as expected?

OS: Windows 7 64bit
CPU: intel i3 550 (3.20 Ghz)
GPU: Powercooler ATI Radeon HD 7790
MB: MSI h55m-e33
PSU: 650W
RAM: 4GB
HDD: Hitatchi 320gb 7200RPM

I recently upgraded my gpu to the one listed above, and experience a performance jump (was using onboard). I usually play what I think are low resource games such as starbound, terraria, minecraft, and also possibly play more needing games such as tomb raider and skyrim. however I only can manage about about 20 FPS on all the games. They're playable but still a little jittery than preferred. I was wondering if there was something I could tweak or what I should upgrade in order to get a reasonable 30+ FPS in games. I have tried overclocking my GPU with CCC, and it ran a little faster, but after about 3 minutes games would crash to a black screen and I had to ctrl alt delete out of the game to close it, probably due to it overheating. however, looking at charts for the 7790 It shows I should be getting higher FPS than I am now. I have a thought that possibly its using the onboard gpu still through my actual card, but I'm not sure how to check (cords are connected to GPU). any info would be nice, thanks. :)

edit:
-when observing performance tab in task manager, RAM usage doesn't get about 3.0
-BIOS is set to PCI-E

If you're not responding in a new post they might think you're not responding at all.

Maybe the cpu is bottlenecking?
How is cpu usage in taskmanager when playing a game?
Did you install the right drivers for the 7790? Look in the next for these,
