Internal PCI sound Card vs external USB sound card?

Hi all. My onboard sound card went bust and doesn't work. I have a 5.1 surround sound that uses RCA to jack cables to work on my PC. I am stuck between which card to get. There is a good one on ebay which is external for a good price but I am not sure whether it is good or not.

This card looks really appealing as it is cheap and I have a low budget .
Also bear in mind I already bought an internal card but it is too old to be compatible with windows 7.

All I want is a card which has 5.1 outputs that sounds good enough in 5.1 to watch blu ray films to.

Not sure what you're going to be doing with your PC but if you're just gaming and watching videos, the 24-bit audio on this card should be more than enough for sound quality. There is also a PCI version if you don't want or have a free smaller PCIe slot.

You may also need to get a converter as the jacks on this card are 3.5mm for your RCA plugs i.e. something like this:
