gtx560ti fan not working

The cooling fan for my gtx560ti gpu stopped working recently. It comes on sometimes when I start up computer but eventually stops. Sometimes I can manually 'push' the fan to get it working again, but eventually stops working. When I load any game, the card eventually heats up, the 'high speed' fan that use to kick in doesn't and my gpu eventually overheats and shuts down. I've downloaded MSI afterburner, but nothing seems to help. The gpu was never overclocked before. In reading multiple forums, I've concluded that it could be a driver error (which I had not recently installed before the fan bug) a psu problem, or a windows update glitch (I'm running windows 7 and haven't updated anything recent before the fan bug)
After trying every option that I've read on both NVidia forums and Tom's...I'm stumped.

Fans need a certain amount off oomph to get started so if the speed control is too low, it could be that there is not enough voltage being applied to kick start it. You could try setting the fan curve to 100% but if that doesn't solve it, ya need a new fan.

When I run MSI afterburner it shows the fan tachometer at 0% whether the fan is running or not. That might be because there's not an independent fan control for the 560ti I'm guessing? No matter where I put the fan speed % control at either, it doesn't seem to affect the fan. I'll try replacing the fan itself, but even just web browsing the fan will weaken and eventually stop. Sometimes it will start up again with the manual 'push' sometimes it won't. Could this be a psu issue? The system is only 2.5 years old.
