Need to upgrade rig?

Hi guys! So I'm looking to increase my FPS in games. Using WoW as a benchmark, I get 15 fps on high graphics and like 10 fps on Ultra.

GPU: NVIDIA GeForce GT620
CPU: Intel(R) Core(TM) i5-3350 CPU @ 3.10 GHz
Memory: 8.00 GB RAM
OS: Windows 8.1

I run 2 monitors, could this be a contributing problem? I use a generic monitor and an HDTV, I play on the generic one. Do I need to upgrade my PC components? I have updated drivers. I'm not THAT tech savvy so I'm looking for some help/insight friends.

I was thinking of a GPU upgrade but I read somewhere that sometimes it might not be the GPU and it's the CPU that's bottlenecking. So that isn't the issue? Is there a way to double check and make sure? I am a college student so budget-wise... Something under 200? If possible? :/

One more thing.. I'm looking at online retailers for the 750ti (keeping in mind that I am not tech savvy), there seems to be a million and one versions of it with different prices, even though they all look the same to me.

I am extremely tempted to buy the low range priced one but at the same time I don't want to compromise the quality of the product. So what should I be looking out for when purchasing one?

I'm sorry for sounding like a complete derp :/

How about the fans? The more fans the better? Cause I see some have 2 and some have 1. Does my system's PSU play a role in it? Again, forgive me for sounding like a complete troll.

the max you will need for it is 1x 6pin pci power cable from the psu. and yea 2 fans is better than one but like i said even with 1 fan i doubt it would overheat.

though having 2 fans will allow the gpu boost to keep the clock rates higher, so personally i would go with the MSI GTX 750Ti Gaming OC Twin Frozr IV 2GB, just because from my experience they keep them cool and are also really quiet.
