Deleted Win8 Environments, Please Help!

My computer got hacked awhile back and it cost me time and little money because they had my banking info. Anyhow, now I'm a little crazy about the security of my computer. On a whim, I erased ALL of my Windows 8 system environments. I can't use any of the wonderful new recovery tools like auto repair, system recovery or system whip. I'm not even able to access the "Advanced Start-Up Menu" which was great when it was a hot key but now it's not. What should I do (Side Bar: Why doesn't Microsoft "cement" critical items on the system registry so idiots like me can't undo all their wonderful new recovery tools in on mouse click.

readme says
This is a free and open-source program for Windows PE that restores a corrupted
system registry to an earlier backup. It's sort of a poor man's System Restore,
but it only restores the system registry and nothing else. The source code is
availible at "http://viceroy.web1000.com/regreswiz.htm". Enjoy!

program is included in ubcd4win project at
www.ubcd4win.com

you could run it from a Windows XP or Vista or 7 based PE (Pre-installed Environment)

Do you mean account environment variables ?
Did you do it through the registry ?
Did you do it for your account or all accounts ?

Can you login to another account possibly going through safe mode at start up
To create a new account and see if that is also crippled

Before deleting bits of the registry you can export them to a safe place so if you break things you can re import missing or broken registry keys

There are complex ways of booting off a windows cd to cmd prompt and rolling back registry in restore point folders
This set of instructions in at Microsoft web site

There is even a utility in universal boot cd for windows to do this called registry restore wizard
But you need a working PC and XP cd to build it

Pretty sure it was Windows registry environment. I'm the only person registered so I'm pretty sure it was on all accounts. (I only have one user account. I know I should have two. I used to know how to activate Windows Safe Mode while booting up in previous versions but not Win8. The normal way is to hit the Windows Icon key and ". "W" key and type advance start-up and from there you could implement safe mode. I've killed many of those types of functions. So your saying first get the C/D Rom going and then buy the wizard card would be a good way to go.

I'm sure you know better than me but all of my problems stem from the one itme (System Environment) U erased.``The Sourcing Code and other items were not affected? (I say that like I know what the hell Sourcing Code is. In my mind, it should be a simple as reloading that language?
