I'm trying to build a budget PC for my friend, this is what I picked out but it's a bit out of budget, any suggestions? I don't need HDD, I have a few 1TB HDDs I can give him. Not worrying about a monitor at the moment, he'll worry about that in the future.

Higher reliance on MiR's, but you could wait on the Cpu cooler for a bit to lower the initial cost. Better Cpu for less money, this motherboard is just fine as well and saves a bit too. Cheaper Ram that will work just fine as well. Spent more money on the Psu to get a slightly higher wattage and modular cables, I think it's worth it. Another option would be an Antec 650w Gold certified model for the same price. Slightly cheaper 750ti video card, but same performance.

Better cooler added for overclocking as well.
