Gpu usage at 40-50%

My GPU usage when playing games never goes over more than half. The usage is usually about 40% and the highest I've ever seen it go to is 55%. I thought it was a CPU bottleneck but I researched it and I don't think this CPU should bottleneck my GPU. It happens in every game, old or new.

GPU: Geforce GTX 260
CPU: Core 2 duo E8400
Ram: 4 GB

You are sure that your hardware runs at proper speeds? Maybe cpu's multiplier is on 6 or sth under bios. Have you checked your speeds, if not i'd use CPU-Z and GPU-Z. If eveything is ok with speeds then just use task manager and gpu-z to see witch componenet is under 100% load.

I successfully installed both programs, what should I do now?
Edit: I checked and the multiplier is 6, if that means anything.

Give some stress to your cpu, you can use Prime95 http://files.extremeoverclocking.com/file.php?f=205. If the multiplier stays at 6 even under load, then you have to enter your bios and change your cpu clock speed.(multiplier)

The multiplier does stay at 6. I went into the bios but I couldn't find anything about changing the multiplier. Could you please explain how to do it or link me to a guide on it?

changing CPU speeds through the BIOS is one method,but whats happening here is your motherboard's throttling your CPU to reduce heat/power consumption,but its not letting it work at its full potential when its needed.
You'll want to dig around online about active cooling software(Cool 'n Quiet is one for AMD)your mobo employs AND/or check your Power Settings to make sure you're not limiting the maximum CPU speeds there

When I went into the advanced power options, all I could do was change the plan from active to passive, which obviously wouldn't help. I didn't have the option to set the minimum and maximum processor state.
