Why Does My Monitor Do This?

If I look closely at my monitor, I can see purpleish or other color outlines that shouldn't be there. I can actually see this somewhat sitting a regular distance too.

Is it because I've cleaned it with windex before or is it just a bad monitor?

I agree about not using windex on your monitor (unless your monitor has tempered glass protecting it), but in that picture it looks like there's something wrong with the subpixel font smoothing (aka ClearType), like maybe you've got the monitor in portrait orientation (which puts the subpixels in a vertical layout, and ClearType for Windows only supports horizontal subpixel layouts)

It's in horizontal layout it's just that the picture is rotated. I'll try and see if I can fix anything from the settings.
