How can I create a start disk for Windows XP professional edition in spanish, SP2, from Windows 7 x64 home premium?
My OS does not start and can not change
the boot sequence!

You can't, you need the XP disk to run a repair if that is what you are looking for.

Why can't you change the boot order? What is the exact issue you are having?

If what you need, really, is an (emergency) Repair Disk, you CAN create one from another XP computer, and use it on yours.
