USB Power Problems

I have a new system that I am still in the process of building.

Specs: AMD Athlon x4 740
MSI A88X G43
Enermax ETS-T40-Black Twister
Enermax iVector Mid-Tower Computer Case
Raidmax 735Watt Thunder v2 80+ Bronze Certified

I have yet to get my graphics card and operating system.

This is my problem: My USB ports on my case AND motherboard do not power my mouse or keyboard, however, if I plug in my mouse halfway it will power on but blink ever 2 seconds or so. I have already replaced my brand new motherboard, so I do not believe it to be the motherboard. My next step was to go out and buy a PS/2 keyboard, but I would like to get some feedback on here to see if anyone has had a similar problem, and possibly a solution.

You've tried al the usb ports?

Trying with another mouse/keyboard is indeed the other thing to do.No one near you with another keyboard?

I have indeed tried them all, I have tried my Razer naga and a basic HP mouse and the HP mouse is the only one that remotely powers on, my Naga however does not power up at all, same thing with my keyboards.
