Is this build ok for a budget first timer?

Your build will work.
As others have said, you really should buy a Z77 based motherboard if you will be overclocking, or a cheaper non-K cpu if you will not.

More importantly, I think you have your cpu/gpu priorities reversed.
Games depend more on the graphics card than the cpu.
I would reverse things and buy a $200 class card like a GTX660 or GTX760
and a less expensive $125 cpu like a i3-4130.
You will game better.
A B85 motherboard will do the job. But, I would buy a Z87 based motherboard to give you the future option to install a i5 4670K

You are putting a 3570k is a b85 board. It will work but is a waste of money the 3570k is unlocked for overclocking(which is why is cost more than the non k version) and the B85 board doesn't support overclocking. Also the Corsair CX series uses cheap capacitors that are know to have problems down the road. Also whats the system going to be used for? You have a high end cpu and a low end video card, if you are gaming you'd need to spend less on the CPU and more on the GPU.

Cheers for the info, I am trying to keep the cost to a minimum but get the most gaming power. I am planning on upgrading parts twice a year or so. I believe this board is compatible- ASRock Z75 Pro3 ATX LGA1155 Motherboard
