Best bang for buck CPU cooler for 4350 oc (4.7ghz +)

Hey, as the tittles says:

I am looking for the best cooler when it comes to price to performance for overclocking my FX- 4350, currently running with a mere stock cooler.

Hyper 212 evo is the one I have seen being suggested, want to know if that is the best option and if it results decent oc of 4.7ghz+ (chip dependent ofc) without massive heat output.

Using NZXT phantom full tower case along with ga-970A-UD3 (rev 3.0) mobo and 8gb of high profile vengeance ram.

Saw this being recommended in other threads too and considering getting this instead of all in one liquid cooler solution for the OC, any idea if it will fit fine with the mobo/case I have without any issues with vram/ram clearance?

Should fit fine in the phantom, no issues with ram clearance, Phanteks design them not to intrude on ram space.
