Not all GPUs are equal, you cannot ever realistically expect to get the same results out of different GPUs. You clearly got a better card that can run at over 1.2v on air, but maybe your brother's isn't as capable. Tbh, I wouldn't run an air cooled 780 at over 1.2v since anything higher than that and VRM cooling can become an issue. If his card can't reliably hit OCs with that high a voltage, his chip is just inferior and will probably require significantly better cooling to have any chance of running stable.
Actually GPUs can be the same if you buy the exact brand model.
Nope, its the silicon lottery, some GPUs are just more capable than others.
You can have two identical cards same GPU etc, but one might overclock by 15% fine and the other you might not even get 5%.
I suppose but they should be able to OC almost close to each other with similar performance.
"should" being the key word, but in reality it doesn't work like that.
Check out this video. The OC Windforce version couldn't get close to the reference, which just happens to be a better chip, when usually non reference cards get the better chips. Its the same with CPUs, some overclock great, some dont (of the same type), thats the silicon lottery:
