I'm new myself so please wait for comments, and most likely upgrades, on the build I offer for your consideration.
I was unsure whether you required an OS, so I threw in Win 7. I went a little bit over your upper benchmark, but that comes right off if you don't need the OS and you might change components. For instance, you could probably shave it off with a cheaper RAM option or go for a different case.
I hope my offering pleases the overlords, or that someone more experienced may have some comments for you also.
