Can't access Computer and Control panel

So i'm trying to access computer in start up menu, then it loads and then says "windows explorer has stopped working", and this is the same for control panel too. It just restarts it and i keep trying and nothing else happens.

PLEASE HELP ME OUT, I LUV YOU ALL

Sounds like you have a problem with your Windows install. Do you have the installation disk. I recommend doing a Repair Install of Windows.If you give me your version of Windows I can lead you to instruction on how to do this or just Google "Repair Install and your version of windows"
